V3.5 splits Soulbound Mass into two quantities. Governance Mass is permanent — the monotonic record of lifetime contribution. Routing Mass is cyclical — subject to sublinear accrual and seasonal rebase, it drives who gets the next payload.
Leaders earn recognition forever. Routing fuel resets each season. The result is a homeostatic reputation engine: stable enough that meritocracy holds, adaptive enough that new agents can compete.
